Overview
The film presents a series of unrelated "pictures": a police commissioner who, faced with four friars stripped by two women, must decide whether they are real or false friars (but he can't); a professor who, suffering from acute dysentery, is dismissed for unworthiness by the Institute Council; a football referee trying to escape the ire of angry fans; an endless marathon in Piazza Navona; a true but crazy producer, a not crazy but fake producer and a group of actors who want to take revenge on one and the other; a "club of toasts" that spends its time toasting to this and that, to elect new members and honorary members; finally, a censorship commission that, aboard an old and very battered car, fails to reach his workplace.

Yasha recently retired after serving many years at a factory, with a highlight of his career being a delegate of the Communist Party of the Soviet Union in 1976. Yet his future is left unknown when he emerges in new realities that he finds difficult to accept. The world has changed after the collapse of the Soviet Union, yet he tries to hold on to what once was. Thus enters former Soviet leader Leonid Brezhnev. When Yasha takes an oath of loyalty to them, this creates trouble for his family.

The Past-Master
A research worker Robespier Galabov (Yakovlev) lives with his family in a small communal flat with shared kitchen and dreams about a self-contained home. Galabov meet Rangel Lelin (Gospodinov), the well-known amidst the localities as the past-master, when he realized that the new municipal apartment they apply for won't be ready in the next decade. The Past-Master promises to build the private house in a month. After starting the construction, Rangel Lelin constantly blackmail Galabov for more money through treat of "putting the hat". Finally the house was built but the inauguration become gloomy. It turns out that the chimney of the fireplace doesn't work properly. After days of luckless attempts to solve the problem the past-master's brother come into sight. Knowing the Lelin's tricks he find a hat built in the chimney.
