Overview
Two old gentlemen who have been pals from boyhood decide that their children ought to marry. This intention is a commendable one, to be sure, and what is more, their son and daughter like each other pretty well, still more, the wish of the parents would have been automatically done if the old men only had sense enough to remember the adage about the cooks and the broth.

Little Sonny Brown returns to his wretched poverty-stricken home one day to find that his father has expired in his cups. Sonny trudges forth and falls by the wayside. Mr. and Mrs. Chatterton drive by in their auto with their little daughter Clara. They carry him home then place the boy in Clara's beautiful room, still fast asleep. Billy Hopkins, due to the fickleness of Blanche, his fiancée, develops a jealous rage when the fat Harry openly flirts with Blanche. Johnnie advises Billy to do some flirting of his own, and comments that Sonia Curbs can make any girl "green-eyed." Sonia willingly agrees to carry out the proposed plan.

Putting Pep in Slowtown
In the aptly named Slowtown the townspeople don’t even have sufficient energy to "up and die." Mayor Van Poke, in office for the last 15 years, is so slow he can't get out of his own way. His daughter Dolly is the prettiest girl in town though. The frustrated sexton puts an ad in the paper for a Mayor that will put the Pep in Slowtown. Peter Pep, whose middle name is Speed with a capital S, gets the job thanks to his galvanizing presence. He puts pep into everything and everyone, even into Dolly's heart and they fall in love. Dolly makes a spirited stand for her father, but Peter wins out. In celebration Peter Pep marries Dolly, and they are off on their honeymoon in a cloud of dust.
